Education: Emergency Exam Paper Delivery Across 12 UK Campuses

The Challenge

A consortium of universities coordinating joint examination programmes across 12 campuses in England, Scotland, and Wales faced a persistent logistics challenge: the secure, on-time distribution of examination papers, answer booklets, and invigilator materials ahead of examination sessions.

Previous arrangements used a mix of internal staff, Royal Mail, and ad-hoc courier companies. The result was inconsistent — one campus received papers the morning of an exam rather than the evening before, causing significant disruption. The exam board required documented chain of custody for every delivery, and the consortium's existing arrangements produced incomplete records that created compliance gaps during external review.

Our Solution

X-Eagle designed a bespoke examination logistics programme:

Pre-Scheduled Delivery Windows — papers collected from central distribution and delivered to each campus examination office within agreed time windows (typically 3–5 days before each exam session), with contingency same-day delivery reserved for urgent replacements.

Tamper-Evident Packaging Protocol — all examination materials sealed in numbered, tamper-evident security bags at the distribution point. Any seal integrity issues at delivery documented and reported immediately.

Full Electronic Chain of Custody — every collection and delivery logged with driver ID, GPS coordinates, timestamp, and recipient signature. Records accessible via secure online portal within 30 minutes of each delivery.

Emergency Same-Day Replacement — on three occasions during the contract, individual papers required urgent re-printing and same-day delivery. X-Eagle dispatched within 60 minutes on each occasion, arriving before exam commencement.
